feat: bin/build_html - HTML-Build-Wrapper analog zu build_pdf

Bisher gab es nur bin/build_pdf.* fuer den PDF-Build; der HTML-Build lief
nur als manueller sphinx-build-Aufruf ohne Wrapper-Skript.
